abs activates at slow stops

Same Issue ABS

I have same issue 1999 Ranger 4x4 have changed both front wheel bearings, seals, rotors-pads, backing plates (all ford parts) and when slowing down at about 2 mph it activates the abs, seems to pull to right when it does. It did this before parts were replaced also, only did work because of bad wheel bearing - Do you think it could be a rear sensor issue ?
