My buddy has an early 99 PSD and his turbo is noticably louder than mine (a 01 PSD). The only difference I noticed is that his pipe from his intercooler to the turbo doesn't have insulation on it like mine does. I've read somewhere about removing this insulation to make the turbo louder. If I remove mine will it sound louder? Has anyone done this that could elaborate on the difference?
I am still trying to decide if it is louder. I did it at the same time I did my 5" straight pipe and the turbine whine from the exhaust side is deffinately louder but its hard to tell on the whistle from the compressor side. The biggest difference in the whistle was when i put the foam sleeve on the AIS.
I think the best thing to do for the whistle is a 6637 filter.
Alan is correct, the 6637 will produce you more whistle, and with the insulation removed you will hear a little more of the whistle. After I purchased my truck, and before I found this site. My insulation was off, and a buddy of mine told me to re-wrap the tube to keep the hot air from the motor from heating up the air in the intercooler, so I did, and then when I read about it on here, I ripped it off. My truck already had the 6637 filter on it and I did notice a little more higher pitch whistle/ring now that it is off.
thanks for the help guys, I already have the 6637 filter and will go ahead and remove the insulation tomorrow. Is it easier to take the pipe off completly to remove the wrap or do it still attached?
Removed mine several months ago, couldn't tell much difference. Take the tubes out, its a pain any way and I wouldn't have patience to do it in the truck. get plenty of brake clean or other solvent type spray and plan on trashing a wire brush and several hours to remove repair and replace. Looks so much better, worth the effort even if the sound doesn't change. Don't forget to retighten the boot clamps good and snug or they will blow off going down the road (personal experience)

Your buddies early 99 has what we refer to now as a wicked wheel. That thing will produce more whistle by design, and is reported to reduce surge as compared to our units in later models. The insulation wrap was put on to further reduce noise which generated complaints in the earlier trucks with the WW along with a new wheel which you have.
The new wheel is more effiecient down low but will surge and whistles less. The insulation is there solely for noise reduction though an argument could be made it assists in keeping the charged air cooler. I have taken my insulation off. R&R it for this or wish you had. There is a post on this in the common mods sticky that is no longer sticky but available for viewing on 7point3.com. Lot of different removal methods discussed there.
I did mine and I didn't really notice a difference but it does make the engine compartment look better. I peeled off the insulation and then I found a big tub and I just let the tube sit in a small puddle of gasoline and every 5 mintues I repoured the gas on it. 20 minutes later the leftover adhesive just scraped right off with a bondo applicator. Worked great.
