Insulation on driver's side intercooler pipe?

Insulation on driver's side intercooler pipe?
Can I remove the insulation on the driver's side intercooler pipe? Someone said it's sole purpose was to reduce some turbo whine. Will I be OK removing it.
I plan to wash the engine this weekend and I know it'll get soaked. It's already in bad shape. Besides, if it'll add more turbo whine I'm all for it!
