With my dogs, I started a lot younger than that, usually right when they were 8weeks. If they would mouth my hand, they would get a light smack. If they did it again, they went in the crate. If they licked me, well I'd pet them then. All of my dogs have been lickers, none have ever bit me or anybody else. One of my father's dogs that I had trained got really wound one day, and kinda mouthed my hand, but he realized what he was doing about halfway through and walked away.
A big part of training a dog is authority, dogs are wired for a structured groups. If you establish yourself as the "alpha" to your dog, they will obey you.

The pop on the nose and a firm no has always worked for me, but re-inforce that by giving them something you want them to chew on. This helps them to understand it is ok to chew on this (their chew toys) and not this (you or other objects not given to them).
