i have the same goals as you. after reading many forums and talking to other owners, i went with dp-tuner. there are others out there- tony wildman is good too. they all do things a little different.
after talking to jody a few times, i went with 40tow/80econo flip chip on my 2000. in retrospcect, i wish i had gotten the no start and stock programs too. if i had to only get 1 program on the PCM, i would go for the 80econo.
with a 1999 you might be limited by the PCM. ask jody, he will tell you.
as well, jody has a NEW 16 postion smart chip coming out with a key-fob interface. dunno if ti will work for you or not.
