Parking Lights or Running Lights?????????????
Are the 2 amber lights under the headlights on a 67 parking only lights??? Mine go off when my headlights are turned on. I have quite a few electrical problems already...for example---
1. Heater goes off when you turn the wipers on high, but the wipers work when the heater is off.
2. NO HORN
3. Others that I am slowly finding

I seem to remember that the front lights go off when the headlights are turned on...so I guess that makes them parking lights only 
Check the ground on the steering column across the rag joint. This is broken alot in the older trucks and causes lack of "honking"
Quick way to check it is to jump across the joint with a pair of pliers while someone tries the horn.
As for the heater/wiper interface problem I will have to think about that one
