Most localities require that the headlight be turned on while the windshield wipers are turned on. To make the system foolproof, why hasn't someone connected the windshield wipers to the sensor which controls the automatic turning on of the headlights? If the light sensor can turn on the headlights when the lights get dim, why can't they tie the windshield wiper on-switch to the same sensor so when the wipers are turned on, the headlights come on?
It does seem rather foolish to not make that a standard feature of any car with auto headlamps. On some cars, that is something the dealer can set (or not) in a body control computer.
I bought the fog light kit from Ford for the 2012 F250 XLT, it came with the light sensor, switch and includes auto lamps. You have to get the BCM programed at the dealer for the auto lamps to work but I thought the instructions said lamps would come on when wipers were on if it was turned to auto lamps. Haven't installed yet so don't know for sure.
I've never heard of this before. I've never had a vehicle (that I know of) that did this. I didn't even know they did. And especially not in "most localities". Maybe a Canadian thing??

Most states, including Texas require headlight use during reduced visibility. Some states, like Virginia, require headlights when using wipers or during reduced visibility.
Vehicles equipped with auto on headlights are set so the headlights automagically come on when the wipers are on.
Page 68 of 2015 F-350 manual:
"Note: If the vehicle is equipped with autolamps, it will have the headlamps on with windshield wipers feature. If the windshield wipers are turned on, the exterior lamps will turn on with the headlamp control in the autolamp position"
A good idea but Blue Oval beat you to it.

Yes it works as long as you have the headlights in auto-mode, the lights turn on with the wipers. Tested it today in the rain. The GPS seems to stay in daylight mode as well as the dash lights which is nice.
