I purchased some software off Ebay and this is what I got from PayPal. I did not receive item. So much for there "guarantee"
After careful review, we have concluded our investigation of the Buyer Complaint described below.
We have decided in your favor, however, we were unable to recover any funds from the seller's account. As stated in the PayPal User Agreement, recovery of funds associated with a Buyer Complaint cannot be guaranteed.
Please know that we will make our best effort to recover the funds in question if they become available in the seller's account in the future and will take appropriate action against the seller. Such action may include issuing a warning, a temporary restriction, or terminating the account.
Keep in mind that PayPal uses a number of factors to determine when to take action, including member complaints. Due to privacy laws, we cannot discuss the details of any action taken. We hope you understand our policy and that it assures you that you are safe using PayPal.
Of the bad vs good sellers on ebay, the good outweigh the bad by such a high margin it's pathetic. I'd feel safe in guessing that less than 1% of ebay sellers are out to rip you. I've been using ebay for a long time and I only bought one item that I was disappointed with, but it was sold "as is".
Did you read the feedback on the person you were buying from? I seldom buy from anyone with any negative feedback, although, you can also read their feedback and see what was negative about it, then decide for yourself if you wish to deal with that person.
As for geting stolen stuff there, it's possible for sure. You have no way of knowing. But ... do you go to a pawn shop? How much of that stuff ends up being stolen? And if it isn't stolen, the pawn shop has stolen it by paying next to nothing as compared to what they sell it for.
As stated within the PayPal User Agreement, the PayPal Buyer Complaint Policy does not guarantee recovery of your funds, and recovery is done on a best effort basis. The amount refunded to you represents the total amount PayPal was able to recover from the seller's PayPal Account. Although the claim is closed, the dispute is noted in the seller's account records, and the seller will need to complete the refund to you if he/she wishes to continue the use of PayPal's service.
Did you contact the seller and let him know you never received it? Not that it may do any good. Sorry you had bad luck on your probably one and only experience with ebay. I'd probably never use it again, if it were my first time and got forked.
The post office does lose things now and then, too. Better luck next time, if there is one. I'm sorry you had a bad experience. Guys like that make everyone look bad and there are a lot of great and honorable people selling on ebay. But along with any selling situation, there are those who'd sell you the Brooklyn Bridge, too. They can be found anywhere.
Ive had the same thing happen to me before, and the lady that ripped me off, sold the exact same item like a month later, which I presume was my item I bought. I contacted ebay and paypal and they said they couldnt do anything, what a damn joke.
the anwser i got was iadon selt no stolen items. ebay did nothing at all so i emailed the buyer telling him it was stolen."it was the 9-11 award from the coast guard " got nothing back from him or her either.
i'd love to have it back being it was the 9-11 award . man how carpie and under handed can some people be and want that knowing first hand how hard it was for people to give up thier lifes and work to help and be there for that .
it had been given to me the day stolen and taken from a locked car was hiden under covers . man it still makes me pissed off.
