Is this TSB for the TURBO moan/drone at 1500-2000 RPM. A necassary item? Does this moan/drone cause problems, or is it just an annoying sound?

I have heard a low frequency "moaning" in my new 6.0l. There are just so many new sounds from this deisel compared to my VW. I'm trying to determnie what is normal and what might be an issue.
Noise is the least of anything I'd be concerned about.
That is, As long as the noise is not a fore warning of some problem :/
Reliability trumps noise any day of the week as far I'm concerned.
If this is the same TSB on the 2003, I had my turbo pedistal replaced in january. It did not fix the problem. And Ford refused (so far) to fully cover the repairs (I had to pay the $100 deductible for engine work dispite compliants made withing the 36,000 3 yr )warentee period).
Just keep in mind, it may not be a exhaust resonance. My truck has the drone, which also consists of a vibration, which may imply rotating part(s) problem.
