Brakes locked

Brakes locked
On my buddies van we put new brakes on the front, and him and his wife went out today and drove fine they get back and she trys to leave and her back brakes are locked up, but only one side is locked, First off I asked him is the E brake was on, then I told him i might be his wheel cylinder and I also told him to jack the thing up and shake the rear tire to see if there is any play in it to see if it might be a bearing. At first I thought it might be due to the extreme cold temps but he told me they were just driving around in the thing. Sorry I cant remember what kind of van it was, I told him he needed to buy a ford..

If they used the parking brake for the first time in a while, it is possible that the cable stuck in the applied position.
You might want to take a brake spoon and adjust the rear brakes and see what happens.
