I have 2 vehicles i'm working on at the same time (not a good idea) a '69 cougar XR7 with a 390/C-6.Its pretty much stock and has a rating of 320hp and 428tq. It weights about 3300-3400. I have a '99 Ranger regular cab short bed 2 wheel drive and am putting a 5.0 in it. It's going to being putting out around 300 hp. My truck weighs about 3100-3200. Which do you think would be faster? And if you had to pick one to get ready for summer which would you pick?

Who is faster all depends on gearing, tranny, weight distribution tires etc. Is the power rating on the cougar the old SAE hp rating or are you compairing horesepower apples to apples? Gross versus net versus brake versus rear wheel etc?
Just taking the numbers I would think the cougar would win off the line due to torque verus weight. It also would probably edge out the ranger in the quarter due to probably a slicker body style and about equal horesepower to weight. BUT, if the ranger has low gears, it might change things.
This is all bench racer talk. Best way is for you to take the two to the track. I would volunteer to drive one, and then we race for pinks ;^)
As far as which one I would prefer for summer, it would be the Cougar for cool factor. If you have dirt bikes or whatever, then the Ranger makes more sense.
