c6 trans problem

c6 trans problem
1969 c6 my transmission does not move in manual 1st or revrese but moves in 2nd and third i just rebuilt trans and installed shift kit i took valve body back off to see if valves were sticking but was ok what could make it do this i'm perplexed!!!
