Don't strike out valves, as some motors do have them. And have had them for decades. I have a 4.5 horsepower Martin Motor made by International Pressure Cooker back in . . . the 40's 
Has 2 intake valves, 1 for each cylinder. Cam is ground right into the crank. Newer outboards are supposed to have them as well, more efficient then reeds.
