Sounds like a bad drive. Plug in another burned and see if that one runs.

When was the last time you cleaned up the files on your puter ?

I had the same problem so I did a clean-up of all the junk files on Drive C.

Now XP recognizes the CDWriter & DVD writer.

Does the bios recognize the drive? Maybe try setting the bios to defaults, save and exit. That should make the bios update components.

If the bios does not recognize the drive, it's either a bad drive or a bad IDE. Since you said you already tried a different cable and drive, it points to bad IDE. At that point I suppose you could try to update the bios.

Have you put the drive on the other IDE?

For some reason my computer doesn't like it when a burner is by itself on a cable, it has to be on a cable with another drive. Two different burners and same story. make sure the jumper is set in the right position.
