I have an 01 s-crew 5.4l 3.73, just put on 295\75\16's on 16x8's and obviously noticed a power drop. Do you guys think a power programmer will put me over or do u think i need to make engine mods? any thoughts will be appreciated. thanks

It's definately a good place to start for the money. Might still be a tad slower than before, but it will definately make it better. Lower gears are probably the best bet overall to get that power back, but I don't know how much new gears cost. I'm guessing it's quite a bit more than a tuner, but probably a lot less than major engine mods.
I went from 265\70-17's so the actual deference is about 2", but a huge power drop, also they weigh more. I noticed a big difference when towing my trailer. I've already installed a K/N filter setup. Next I was going to add a programmer and exhaust. Just wanted to know if TB spacers or bigger TB's, or any other things I don't know about would help. I would like to keep the mods under 1K total.
I didn't realize you changed rim sizes. stock 16" should have been 255/70's.
you would see the most improvement with a set of gears, if you do the gear change yourself it can easily stay under your 1k budget.
I saw an article not too long ago 02 F150 5.4 with KN filter kit, borla exhaust and Jet programmer dynoed to only a 20hp increase. not too bad but still may not be enough to recoop what you lost.
The Predator is the way to go for the most features. It will allow you to advance the timing as far as your local fuel quality will let you, for the most power:
