We had to buy the newer controlers for three of our trucks, put them in myself and they do have full output power when applying the manual lever and will set the trailer brakes at zero speed. Paid slightly above $200.00 for each controler.
Damn, I'm glad my truck is 1 old enough and 2 has a hydraulic actuated controller. I had an electronic one on the truck when I bought it used, one application on a rough road, and off it came! It is a Tekonsha, probably about 12 years old and still works great. I too, do a full brake check to test hitch engagement on my 5th wheel. I also manually energise it when hooking up, it helps to keep the trailer steady.
