Just replaced master to fix simular problem only to find breaks still not up to snuff. Further investigation found emergency brake cable on the drivers side was bad replaced this and for me "case closed".
Quite often when backing down a long hill we tap the pedal several times. Problem is the vacuum pump/system will be drained if the truck is at low idle in about 4-5 pumps of the pedal and then no power assist is available.
One other point is the quality of the brake pads and shoes has a lot to do with stopping power. You get what you pay for in the long run. Skimming/turning the rotors and drums is required anytime new brake pads or shoes are installed if you want proper seating. Always have the thickness of rotors and inside dimentions of drums checked before skimming and installing new brake pads and shoes. Oversized drums and thin rotors will warp very quickly and can cause poor or severely reduced braking at best.
Finally got a brake booster/master cyl. that was properly rebuilt. now we really have good breaks. Thanks to all for the info it really helped. especially the failure rate of rebuilds.
