For '05 F250, I found Hidden Hitch has a front hitch around $120 that allows the fog lights to stay in-place. Installation instructions looked pretty clean. Instead, I bought LeedsEngineering for about $75. It carries 300# vertical load and uses the holes on either one of the front hooks with special strength bolts included. I plan to mount a license plate and/or step to it for normal driving. Plenty of options.
I solved the problem by cutting a 2 1/2 wide slot in the blocker bar and welding in a 12 inch long receiver tube. Easy and cheap and seems plenty strong for use on a boat launch ramp or backing those four wheel wagons.

No pictures but very simple and straightforward. Don't cut all the way through the blocker bar, just remove a 2.5 inch channel of metal and weld all around. Everything stays nice and straight that way.
Hidden Hitch makes a front receiver. Not expensive but yeah, you'll lose the stock placement of the fogs. I know for sure you can put a 100 qt. cooler filled with ice on it, with the add-on box of course. Jetact, you already have enuf lights up there don't cha?
