2000 Explorer temp gauge

2000 Explorer temp gauge
Brrr.... the gauge did not move at all with an outside temp of 4 degreesF. Warm air did come through the vents. Once we left the cold, cold air of Wis and came down to Missouri, the gauge moved and the heat was hot once again. Any idea what's causing this and any fix?
