It's likely still an OBD-I, with the connector under the hood. If it is OBD-II, the connector would likely be attached to the bottom of the dash. You shouldn't have to search for it - it should be obvious if it is there or not.
The heavy duty trucks (over 7700 gvwr) didn't have to go to OBD-II at the same time as the F150 and light duty F250. The heavy trucks were carry overs until the new super dutys came out as a '99 model. No '95 F-series trucks should be OBD-II.
