You have to permanently attach a module like the Moates Quarterhorse or Tweecer directly to the PCM, this module overrides the non erasable memory on the PCM and provides 1-4 banks of programmable memory. You then attach a laptop of other computer type device to the module via a USB cable and with some special software you can view engine parameters in real time and modify tables and other engine control parameters as needed.
The catch. All ford OBD1 PCMs have a J3 port on the back where a module like this can be plugged into, but not all PCMs have been decoded by those people producing the tuning software, and without the proper memory map you won't be able to tune those PCMs. For some time only PCMs from performance vehicles like the Mustang and Lightning had been decoded, that has expanded some in recent years but you would have to find the catch code on your PCM and ask the programmers if they have a map for it.
