I know the 360 balancer works for the 390, and I believe the 352 crank is the same as a 360 crank, so they all should interchange. Are you sure you don't have a 351 balancer?
I don't know what the problem is, the hubs are the same size. Maybe it's hanging up on the keyway? Or maybe someone hammered on it and there's a lip on the hub? What exactly is going wrong?
From what I have seen they are not all the same. The main difference being the bolt pattern. The 390 outside diameter was also a little bigger as well. I took one off a 390 in attempt to replace the one I had on my 352 which had a stripped hole that secures the pulley. It wasn't even close. I ended up fixing the one that I had by drilling out all three wholes and tapping them to the next size up to keep the balance! Most of the guys that I talked to about this were surprised that they were different but what can I say. I was so sure that they were the same that I drove 20 miles and took one off and brought it home without paying attention to what it looked like since I was so sure it would fit! You can learn something every day!
