KOER code 13 problems

I'm getting code 13 on koer test. The koeo and continuous tests both pass (code 11) Any suggestions what to look for?

It seems okay to me? Wonder if it could have anything to do with "goose" throttle part of test? Seems like I'm getting code 13 more when testing engine fully hot than when temperature gauge is half to normal operating temperature. New ICV and MAF valves.
