Sounds like a lot of wiring problems or bad Computer.
Check your 5.0 DC Voltage.
Check the small ground wire at the NEG post of the battery.

Can you back out a little on the photos, I can not see where you are.

For the 5VDC test put your red (+) probe on any of the red X points and the black (-) probe on any of the purple X points in the diagram below and turn on the key:

The EVP is not in the coil area. It is on top of the EGR valve.

The item in the photos above is the EVR.

EVR = EGR Valve Vacuum Regulator Solenoid.

I do not think you had an electrical error code for the EVR and the EVR is what is in the photos.

If you have a bad wire going to the EVP then yes it could cause the error code as you did have an error in that electrical test.
But the EVP has a Orange wire with a white stripe for 5VDC power, Black wire with a white stripe for ground return and a Brown wire with a light green stripe for its information return to pin #27 of the computer.

I think you are getting the EVR solenoid & the EVP sensor mixed up.

The electrical test is the KOEO test.

The EVR solenoid has a Red wire and a Dark Green wire going to it.
