My truck was painted with what appears to be exterior house paint many years ago. It has faded and is peeling off in sheets all over the place. Should I sand down to bare metal, sand the house paint smooth, or sand down to the original paint. I want to have the black primered look... I've heard that I need an epoxy primer what else is needed to provide a good look and not have it rust weeks later?

You will need to remove that house paint. No way around it. The original paint may or may not be in good shape so personally, I would sand it down to bare metal. That way you know, you have a good base to put your new paint job on.
Once you have the truck down to bare metal, put on a coat of epoxy primer. You can put whatever finish you want, over the top of the epoxy.
Almost all primers are not made to be exposed, though today's epoxys probably would hold up better than any other. But IMO the best way to get the "primered look" would be to get regular gloss finish paint, and then add a flattening agent to it. Some if not all paint companies make liquid flattening additive, that you can add to regular paint, varying the amount you add gives you different degrees of gloss. That way you have the primered look you want, with the same durability of any finish paint.
