Depends what you are pulling. The key is, "if it hunts gears, turn off OD"
I have a 94 F250 E4OD and tow an 8,000# trailer a fair amount. Usually I leave it in OD, but if I am coming up to a good long hill I downshift before I get there and build up some speed. My truck likes to run at about 60mph on hills, if it drops below about 50 then I get into the 2-3rd gear back and forth routine if it is s tough hill.
I also drop into 3rd if the tranny hunts, like on slight long slopes of a heavy head wind.
Of course I had my 94 tranny rebuilt to take advantage of the improvements and to be "bullet proof" for towing.
The manual and Trailer Life magazine say pretty much the same thing "if it hunts, downshift".

No it doesn't. Turning off the overdrive eliminates fourth gear, but does not eliminate torque converrter lock. The torque converter will lock in third gear with the overdrive on or off.

the trannt starts hunting between 3rd & 4th,

I turn 4th = Off, which is OD=OFF.

casey is correct, the t/c does lock up when in O/D = OFF or O/D= ON. you'll even get T/C lockup when in second if speed is above 30mp. but it all depends on how you are accelerating. the only time there is no lock up is when starting out, manual low & manual 2. and also right about O/D= OFF if the tranny is hunting back and forth. also O/D=OFF! when decending down the other side. coast clutch is over ridden and you'll get 3rd gear braking.
The coast clutch comes on when the shifter is in 1 or 2, or when the transmission is in third gear with the overdrive turned off. It provides engine braking. There is engine braking in fourth gear all the time, but since fourth is overdrive there is not much engine braking because the engine isn't turning very fast.
ford recomends towing in a normal gear position. the overdrive switch does NOT disable the lockup converter but it does keep the 4 th or overdrive gear from working. i tow od off because at low speeds the torque converter will overheat and swell. this in turn will make your front seal leak. enough of overheating and you will be replacing the tc and the front seal.
