I have the same problem with my 1996 Explorer. Flashing 4WD lights no power windows, no power locks, no power seats. Fuses are ok, and relays tested ok. Jessman1128 did you find the problem on yours? I'd like to find the GEM, anyone know what they look like?
Might be different on yours, but on a 97 theres one GEM for the power windows etc & another GEM for the door locks etc. Take a look at your wiring diagram & see what IS common to all the accessories that are not working, maybe a maxi fuse? BTW on the 97 there are 4 GEMS high up behind the dash. I have no idea how a guy would get to the idiot things.
I had the same exact problem on my '96 Explorer except mine was intermittent and when the windows did not work, the 4wd also was not functional. The 4wd and overdrive lights would flash in unison which I believe yielded a problem code.
Both times that I took it to the dealer, the windows functioned so they were unable to isolate the problem. The problem became permanent so I returned to the dealer (third time a charm) and they finally isolated the problem to a faulty accessory relay in the driver's side door panel.

I'm not sure if this is the place to reply. Bt here it goes. I have a 99 Mountianeer. Problem is Right rear window works0 once and a while as does the Rear window Wiper.
I thought if I cleaned the rear window contacts that the sensors would be the problem for the rear window wiper. It worked for months then it crapped out again. I disconnected them and it still did not work.
This morning guess what? They worked fine.The right rear Window stll does not work and I opened up both panels for both problems.
With all this talk about a GEM is this the black plastic piece where all the wires connect too.Like the fuse box or is a computer moduale?

Jessman & Utilitybill, My 4wd lights used to blink on & off and it was a bad transfer case motor. I did not have the other issues you have. I followed the instructions on how to clean the t-case motor and haven't had a prob since. I think the info is a "sticky" at the beginning of this forum. If the t-case motor is stuck and calling for power you may continually blow fuses. Just a guess but I hope it helps......
