If the television is a 'floor' cabinet type, you can rent or borrow a set of Roll-or-Carri's. These devices are used to move upright pianos. They slip under each side of the cabinet and are then strapped across the cabinet to each other. A rocker system lifts the whole thing up onto a set of wheels and you can roll it along or use the handles to lift over thresholds or up stairs...
Where can I dfind these "guys" T-2.5 hours until I slide it down the stairs.

There must be kids in your neighborhood. Get a couple of teenagers in there for a couple of bucks a piece, or older kids for some beer. I know I'd move a tv for someone with a friend for a case of beer.

You can use a hand truck, just don't forget a furniture blanket, out you will most likely scratch the heck out of the TV cabinet with the strap, cart, and evry doorway, piece of furniture, and unexpected statue between there and the truck.

Truthfully, 196# is nothing that 2 guys shouldn't be able to lift and move together. When working in a warehouse environment, I was required to lift these alone, and lift them up onto/remove them from shelves without damage.
(Note, don't ever drop a 42" TV from 14 feet, they don't bounce nearly as well as you would think .)
