a couple questions

Allright guys I'm new here but have read most of the posts the last few months. I just bought an 89 f-250 with the 7.3 diesel and aftermarket ATS turbo. my questions are first, when I checked the radiator fill basin it had some oil in it so I checked the actual radiator which has clean looking coolant in it. any ideas on why this is? I've driven the truck about 2000 miles now and the coolant still looks good. second question is sometimes the wait to start light comes on for about 30 seconds when the engine is cool but the glow plugs have never cycled, could this be because of a faulty relay? Thanks in advance.
