Nothing at all unreasonable about the HP/TQ numbers. Lots of folks laying down similar numbers with Stage III's. I have no idea who's injectors are in that truck, nor can I infer why they are called stage V's. It is likely they are 444 injectors built with 530 plungers and barrels.
It is entirely possible that it is not B/S, but personally I would want to have a long conversation with the owner, and I would probably want to contact whomever built the truck as a back-up.
It's very possible that the claim of 450/1000 is based on the numbers that vendors claim their product will add. If I were to do the same to my truck, it would look something like this:
Stock hp- 215
Downpipe- 25
Chip- 100
Propane- 100
Intake- 10
5" exhaust- 30

Not to hijack the thread, but what are your plans for the "little stuff"? I would steer away from anything that advanced the timing with the 'pane in use. I assume your chip is already tuned for the propane?
I think it's possible and since he's quoting HP and torque to the tenth, I'd say he's basing it on a dyno and not adding up the advertised power of various mods.

All of my stuff, big or little, is compatible with the other items, especially the propane. I'm running a special burn in the chip for propane use, and nothing else compromises the operation of any other component.
Believe me, I've done my homework on propane.
