First of all, do yourself a favor and buy a Chiltons or a Haynes manual from your local parts store. Either of those should be able to help with your belt question. If they don't help, I'm sure someone will chime in with an answer.

You have to rotate the belt tensioner clockwise on the 3.0L, against the force of the tension spring, which will result in the slack you'll need to remove the belt. Use a ratchet wrench for leverage...
FWIW, there is no Haynes Manual for '01+ Rangers, the '93-'00 edition is the best you are going to do. It's still worth the 15 bucks to have it, IMO.
to clarify..the tensioner is just to the left of the A/C compressor? and by rotating clockwise you turn the center bolt clockwise? Thanks for the tip on the Haynes manual.

Yes. You should be able to get a socket on there, I think it's a 15mm (that's what it is on my Taurus vulcan), and you want to rotate it clockwise with the rachet. The tensioner should pivot with the force being applied, relieving the tension on the belt.
Also remove the intake hose/tube to give you some room. Having a picture of how the belt runs along it's nice twisty path will help you out a lot. It should take you all of 15minutes to do the job.
