The way I understand it is if the rock is big enough to have a global impact, in other words "extinction level sized" we'll never know about it until the firestorm tickles your tailfeathers.

On the other hand, if it's "only" big enough to have a local effect the plan theoretically allows enough of a window to issue warning, declare martial law, and then evacuate the impact damage area with enough lead time to allow for a panic-free exodus. Good luck.
