From diesel manor's site..."This hose is used to bridge the two high pressure oil rails in the cylinder heads that feed the injectors. The installation of the HX kit will result in a more even delivery of fuel to the injectors. By evenly distributing oil pressure, the idle will typically smooth out due to the computer being able to read the oil pressure of both high pressure oil rails, and thereby balancing the pressure between both rails. This modification can calm down (quiet) rough idling Powerstrokes."

As far as the capacity of the Tymar line, most of the other kits report an operating pressure and a burst pressure. Maybe thats the difference?
I re-read the de-structions that came with the Tymar and it said 4000lb so now I'm wondering if 99+ PSD's have a beefier HPOP system and thats why the HX hose article that you linked to has a higher burst rating, one hose for all year models = less inventory to deal with. Not trying to start an argument or vendor war just trying to learn, my brother has a 99 F-350 so I need to learn the quirks of his truck also as I'm sure I'll be helping him out on it.

Maximum working pressure is diferent than burst pressure. The qorking pressure is what the hose can handle at a constant pressure and perform continuously. The burst pressure is the pressure at which the hose fails.
What type of hose does Tymar use? .....brand...ie: Parker, Aeroquip, etc? I e-mailed Dale and have not heard from him. Guess I'll call him.
Just installed my crossover hose took about 30 min. Smoooothed out the idle maybe a little less noisy seems to run great at the upper end. Will try on a longer trip tomorrow.
