i have a 97 expedition. i was driving on the freeway when i smelled a something burning near my light control switch. then my headlights went out. i checked the bulbs, fuses, and relays. they were ok. the funny thing is that only my lowbeams and fog lights dont work. my highbeams still do. please help. is it a wiring problem? is it a switch problem? or is there a relay i do not know about? i checked the fuses and relays under the hood and under the steering column (near the hood release hatch).
EDIT/UPDATE: the control switch was checked. there were no signs of wires burning out. also, i left something out. the high beam flicker attached to the steering wheel does not allow the highbems to be permantly on, when you push it forward. however, if you pull it toward you to flicker the highbeams on and off, it works.

Others may jump in here as well, but it sounds like you have a multi-function switch in the steering column that just went bad. The switch controls turn signals, hazzard lights, flash to pass (flicker), and headlight hi/low beam control.
The switch runs about $90 from the dealer (sorry, no aftermarket available) and will take about a half hour to change.
The problem in the switch is that the copper contacts simply wear out and can cause an arc which will give a burning smell as it heats the plastic in the switch.
You're right, that switch is no good. They have also been known to give "courtesy wipes" in dry weather...at least that's what the supplier called it. Problem was fixed after '00 model year so if you can find one at a salvage yard, look to see what year vehicle came from. Part number should begin with YL1T-13K359 if it's a good one.
Good luck.
