Try the link below... if it does not work go to the post dated 12/27/03 entitled Recal 03e03.
I know you believe what your advisor told you, but 03e03 was the October flash that corrected some problems and created others. We all got a "recall notice" to get the emissions reflash and sticker done at our convenience.
The info below (copy & pasted) was/is from a guy named Emtabbmm who is a Ford mechanic or authority on Ford issues... especially with the 6.0L PSD's!!!
Personally, believe what you read hear and 50% of what your dealer says... they are out to proect ford and themselves... we are here to protect each other and have no interest or gain no benefit in giving wrong or faulty information... Ford and/or your dealer do (they actually, may not even know it's wrong... they are just not as informed as users of this site.
Good Luck and ask for the 12/12 flash (most recent). You'll find postings on this site with version number and links to a complete listing of all flashes to date.

recall 03e03 california trucks
TO: All US Ford and Lincoln Mercury Dealers
SUBJECT: Emissions Recall 03E03:
Certain 2003-2004 Model Year California Certified F-250/350/450/550 Super Duty and Excursion Vehicles Equipped with 6.0L Diesel Engines Powertrain Control Module and Fuel Injector Control Module Re-Calibration
AFFECTED VEHICLES
Certain 2003-2004 Model Year California certified F-250/350/450/550 Super Duty and Excursion vehicles equipped with 6.0L Diesel Engines built from Job #1, 2003 through August 17, 2003.
REASON FOR THIS EMISSIONS RECALL
In the affected vehicles, the on-board diagnostic (OBD) function of the diesel Powertrain Control Module (PCM) may not interface properly with certain generic diagnostic tools used for vehicle diagnosis and repair. Although there is no effect on normal vehicle operation, this condition may not comply with regulatory requirements, and may present an issue for affected Inspection/Maintenance facilities as well as limit diagnostic capabilities at certain service facilities.
SERVICE ACTION
Dealers are instructed to re-flash the Powertrain Control Module (PCM) and the Fuel Injector Control Module (FICM) to the latest calibration (see Attachment III) on all affected units using the Worldwide Diagnostic System (WDS).
NOTE: WHILE THIS SERVICE WILL CORRECT THE REGULATORY REQUIREMENTS LISTED ABOVE, IT WILL ALSO:
DEACTIVATE THE PILOT INJECTION FEATURE WHICH OPERATES ONLY AT WARM IDLE CONDITIONS.
SIGNIFICANTLY IMPROVE ENGINE IDLE STABILITY/SMOOTHNESS AND COLD DRIVEAWAY PERFORMANCE.
SLIGHTLY INCREASE THE ENGINE SOUND LEVEL AT WARM IDLE, WHICH IS A NORMAL OPERATING CHARACTERISTIC OF DIESEL ENGINES.

Just a thought.........on...........My Perceptions.........

She took down all my information and a call back #.She said for me to take the truck back to the dealer and have them check it over and will forward all my information to the engineering dept
