I thought I read somewhere, yea very specific, that the oil pump is programmed to drop the oil pressure at idle to save fuel. Can that be programmed to run at full pressure?

if so,how do you do it?

It can, but it's done the same way custom tuning is done. It's not forscan thing or take it into the dealer thing.
