I am having an issue with my 1997 F250HD 5.8 that is boggling my mind. I've tried searching for anyone that has had a similar issue but couldn't find any. What happens is when the truck tries to shift from 2nd to 3rd it hesitates until I get up to 40 mph then it shifts into 3rd. For the rest of the drive its shifts like normal no hard shifting or hesitation. The problem comes back when ever I turn the truck off and start it back up. I have replaced the shift solenoid pack with a used one I got off Ebay, I ohms and ops check before I put it in. I Changed transmission fluid and filter, replaced the speed sensor (factory ford part) in the rear end. None of those fixed the problem. I then tried changing the PSOM with a used one i had with no change, and I also changed the TPS. I have on codes, the overdrive light doesn't flash, and the speedometer and odometer work fine. Any ideas that could point me in the right direction would be good, I'm thinking its an electrical issue because the problem goes away until you cycle the key on and off. Thanks!!

I'm not getting what you are describing.
I am assuming that you are at part throttle, the transmission started at 1st gear, then goes to second, then it just stays in second until it reaches 40 mph, then it goes to third? Is the truck still accelerating at the same velocity? Are you on a level road? Uphill? Downhill? How long has this been going on? Since you've owned it? Does it only happen cold? Hot? Have you checked for codes?

It hard to describe maybe hesitation isn't the right word. It does it going at all levels up or down hills and level ground hot and cold. It started to happen last summer, I don't drive it that much maybe 400 miles a year. its main purpose is to plow my drive way. Their are no codes. The dash is apart right now, when I get it back together I will try to get a video of what is happening. Thanks for your input.
Sorry it took so long to reply, I have been busy with work. When i originally scanned for codes I used one of those junk scan tools from Autozone. I had to order the Ford adapter for my Snap on Solus which has the capability to scan the truck. I was able to scan it today and have the following codes KOEO 654, 633, and 622.
Do you want any of the diagnosis pinpoint tests for the codes out of the PCED?
I can get you started but you need a 1997 PCED and I have a 1992 and 3 and 4
However, the codes and pinpoint tests will be similar if not the same
Here is 4 pages out of the 1992 PCED
Note they say not to use a star tester
By '93 they were all over us to use the new generation star
You can do the test needed with a DVOM
If you come up with an answer for pinpoint test TC1, I'll post more if you want
