Having issues trying to figure out how to diagnose the “bulging” issue. Loosened hinges and moved around to different placements, still no luck. Any help will help.
You need to take the hood off and bend it back flat or get another hood. You're more than likely going to need to just replace it.

The hood itself is bent. You won’t be able to make it align correctly without straightening it or replacing it. I would also consider replacing the hinges/springs as they are rusted/damaged causing the extra force which caused the bend initially.
I had a hood "blow up" on my Datsun 510, though the hood is smaller and lighter gauge, I was able to straighten it manually. For a hood like this I would remove the hood, make a Masonite template of the fender body line and get it close, an extra set of hands and their counter weight would be helpful.
i only had limited success fixing hoods like that. i would put a 4X4 up at the rad support, and a 2X4 along the cowl and press down on the bulge. for work trucks it would be good enough.
but for nice trucks the only thing that really worked was replacing the hood.
