HELP! I can turn the ignition on, but the truck won't turn off when I flip the ignition cylinder switch back. I have to pull on the ignition switch actuator rod manually and hold the button. What must I replace? It's like something disconnected from the ignition cylinder.

Piece #9 is what commonly fails and breaks in two. Steering columns are not fun to work on. You had better find a good youtube video to guide you through. Search for Ford ignition switch actuator replacement.
