If cost is no object, I can personally recommend Knipex and Wiha. Also up there in price is OTC, a company that makes a lot of proprietary tools for the automotive industry although I have no personal experience with their snap ring pliers. I have used some of their other hand tools and the quality is generally excellent.
If those 3 are a bit out of your price range, take a look at Channellock. Most of their tools are quite good although SOME of their hand tools are manufactured off-shore.
