Power Window Delay

Power Window Delay

Can't figure this one out. When I turn on the ignition everything works except the power windows. They work after a 12 second delay. No other problems and the 12 second delay occurs every time. I've checked any relay or fuse that is described as a delay (J under the hood) and 3 and 22 under the dash. Any ideas? Thanks.

That sounds like a good solution but where would this relay be? In the Power Distribution Box under the hood, the only "delay" I see is the Accessory Delay which I eliminated. The only fuse and relay locations that show in my owner's manual are under the hood and next to the steering column. Thanks.
