I started with the light at zero, and HB read at about the 7-8 deg area

What model timing light?

Thanks to all who gave me ideas. The distributor was rusted to the block so when I thought I was moving it I was only twisting the cap. I also had a plug wire that was shorting out to the engine somewhere. So, after new plug wires and some persuasion I have set my timing at my desired 12deg. It is definitely noticeable from 8deg.
