On mine, both the upper and lower pivots were bad so I just bought new repop complete bare frames. I just looked and they are about $125 for the pair. In my case it just seemed like too much work to justify sourcing the parts and the fab work. I usually prefer to fix the OE parts if feasible but I drew a line on this. Good luck with yours. I have seen other threads talking bout GM rivets available and working.
Those things are tubular rivets, they require a special rivet set to upset the rivet properly. Just google them when you figure out the grip length and head style you need. They are used for a lot of stuff especially in leather working and to attach aircraft brake pads.
I do quite a bit of leather work. The rivets I use are tubular and I use a press with a splash anvil most often. The splash on the backside keeps the rivet from pulling back out of the leather, but it might not be the way to go for the thin channel that the vent window rivets sit in. The press I use costs more than two new vent window frames would cost...
