Looking at the 323934 diagram if you have power everywhere, I would first go out to the wiper motor plug, turn the wipers on to constant low speed, and then put the meter on the wiper motor housing and the blue/green wire. If you have no voltage I would leave the one meter lead on the blue/green wire, but move the negative meter lead to a good ground on the engine block. If you now have voltage but the motor is still not running, that means you have a bad ground to the motor. A lot of these motors are mounted on rubber mounts to reduce the noise they make and they usually have a ground strap. This strap can sometimes break and you can't even see the crack.

Greetings Dave F!.... Dave , I have checked every plug location at the wiper motor to battery negative and have no voltage there ....this is what led me to the 2 relays.... which I surmise should have power at one point to then send to the wiper motor when activated and the contact closes....I am going to study the prints you sent me...THANK YOU for your assistance!...

If you look at the diagram, the wiper motor should have a yellow wire that is hot anytime the key is on. Goes right around all those relays.
