it was a complete cycle. I turned the key on and watched it fill and when I saw it get close to the top I cut it off.
Ok, yeah the pump will run for 20 seconds then shut off until the starter is engaged. So it that's all you got from 20 seconds of the pump running I would have called that a clue.
Something that I just thought about…when I changed the ICP very little oil came out. I was prepared for a mess. Had rags in the valley. Was ready with an evacuation pump but all I got was maybe a half a cup. Everything that I read and watched was that I would get a lot of oil when I removed the old ICP. What could cause that and could that be part of my problem?
The ICP in the driver's cylinder he?.. No typically won't get much at all if you're quick about it. The IPR on the othe hand can dump half a quart of so when pulling it from the hpop.

I cut it off early. I didn’t want it to overflow. I can get a bigger container and do it again to see how much I get on a full cycle.
Should I be concerned about the 0275 #5 cylinder code from the cylinder contribution test?
Obviously I'm not there seeing, smelling, and hearing everything but, from the info we've got no. That test is notoriously unreliable. It's can be a helpful tool at times but definitely not to be trusted.
So the hpop and reservoir only gave up a few oz of oil when you pulled the IPR. That is curious. I'm not real sure what to think of that. How long has the engine sat not running before you swapped the IPR? For that matter how long since you've fired it up today?

I did run the engine right before changing the IPR but not for long. Just long enough to move it under a lean-to to work on it. Didn’t want to work on it hot.
I did fire it up today. Still a rough idle and slow throttle response. Does ok once you get going. I had to move the camper so while I had it hooked up I went for a little drive and it’s down on power. The rough idle was worse when I got back with it.

Well kinda blows that theory away, but for giggles tomorrow morning or whatever check the oil level in the reservoir. It should be within an inch of the top at all times.
Something you can try to confirm that #5 cylinder contribution is to look at the PERDEL PIDS in FORScan. Select all 8 of them and, with a warmed up engine, idle in park or in drive and watch those PIDs in Dashboard or Table view. The log is not quite as useful for this test. The dashboard or table view averages the readings a bit and makes them easier to read.
#5 does not typically fail. #3 and #8 sometimes do. Since we are chasing a rough idle, and the injectors are rebuilt, it might be worth a look.
No compression issues - oil cap sits upsidedown on the oil fill tube with engine idling?
