Can't get it running to check with a timming lig

Pull out the number one sparkplug. Put your thumb over the sparkplug hole and rotate the crankshaft over with a breaker bar and a 15/16" socket clockwise until the air pressure inside the cylinder tries to push your thumb off. Then continue rotating the engine til the 0° indicator lines on the harmonic balancer up with the timing mark. At this point, remove your distributor cap and see which sparkplug wire the rotor is pointing at. It should be pointing at the sparkplug wire that goes to cylinder #1.
Well this evening I was going to recheck for TDC and it started up but ran ruff cause the cylinders were filling up with gas and now it won't restart so it's not out of timming but the fuel pump sometimes comes on and after a few sec it Cutts off like it's suppose to then sometimes it comes on and goes off and repeat it self for a few then there is times it stays on all the times I have replaced relays
That's a power or ECU issue. Either your ECU is instantaneously losing 12v and resetting, causing the fuel pump to reprime.... Or your ECU is failing internally and resetting itself.
Unless you have a oscilloscope, the next thing I would do is
pull out the ECU, open it up and looking for leaking capacitors or water damage.
While the ECU is removed, turn the ignition switch to "run" and sit in the truck and listen to the relays for 5 minutes. They should be silent. After 5 minutes, jiggle the ignition switch and the ignition switch harness under the column and listen for the relays clicking. If they start clicking, you have a bad ignition switch or corroded terminals.

So sometimes when you turn the key to RUN, the fuel pump will run continuously?
