By "government" do you mean just the military or all government agencies. I can certainly understand the military vehicles being exempt. You don't need the truck going into regen mode or having an emissions system issue during a critical time of an operation. Soldier safety and mission reliability are critical. I had this ingrained during 35 years of designing and manufacturing military electronics for a variety of platforms. Depending on the system/mission, we would even include solder joint failure due to thermal cycle fatigue in our calculations and adjust the design, components, materials and manufacturing methods as needed to meet mission requirements.
If it is for the park service, then the government should be fully compliant.

Nobody needs a truck going into regen at a critical time. I think you have made a powerful argument against emissions systems though, I'll sum it up: take another vehicle if you've got something important.
