I’ve had spares get dry rotted and the tread disintegrate, but I’ve never seen the belts decompose like that with a split up the side wall. Did something hit it?
I can’t make out the build date code, but if it’s over 5 years old and lives it’s spare tire life uncovered in the sun I’m not too surprised at the failure on the top side of the tire. That brand, Castle Rock is one of the very cheaply made China bombs. When your friend replaces it (with a new Goodyear Endurance ) tell them to also buy a tire cover for it. Are the matching tires to it still on the TT? If so, I wouldn’t tow it anyplace except the tire shop.
Better to have it explode mounted to the bumper than the axle. One camping trip, we had a flat. I put on the spare and a couple miles later, another one went flat. Sucks to have no other option but to leave the 5th wheel and family on the side of the freeway and head on to get tires. It was an expensive ordeal but at least Walmart had some in stock.
We have a Grand Design Reflection and they boast that they put on Goodyear tires. Which they do, except for the spare. Cheap Chinese junk.

My Grand Design Solitude has H-rated Coopers which are made in China but I've got 40k miles on them in 2 years and they wear like iron. I was looking at the tires after getting to a spot and saw a nail imbedded into the tread. I grabbed some needle nose and pulled it out and saw it hit the belts and bent flat. I thought I was going to have to replace the tire but it hasn't lost any air pressure in 10k miles.
The blame really should be put on the Chinese but the sellers of those products. Plenty of good companies have the Chinese make their products. With a good QC and understanding that they will not purchase junk, the Chinese can make some really incredible parts. When the seller does not have that QC and the greed of the buying for 'saving' money, that is when the junk gets to the hands of the consumer. All of us like to save money, but some of us really think that buying a $100 item for $10 is a good investment.
I'm certain Cooper Tires has a lot to lose if they sublet all their product to China without knowing that the budget for the QC department needs to be funded a bit more. Good to know your tires are good. Have you checked the spare? Is it the same Cooper brand?

No, It's a Westlake but I fully intend to ONLY use it as a spare. If I ever need it I'm going to replace it. It is stored under my 5th wheel so it isnt exposed to sun at all.

Same here. Four Goodyear Endurance with a Westlake spare underneath. With luck (and a good Ford OEM TPMS system) I'll just replace the spare with something better when it dates out, but I've got other things with higher priority to spend money on now.
