99 no crank

Recently had a blow out on the drivers side. Ever since the truck will not crank with the key. I’ve been jumping the relay to start it. With that being said the starter engages when the relay is jumped and when I put 12v to the signal post from ignition switch. I have replaced both the ignition switch and neutral safety switch with the same results. The battery’s are new and the cables all appear in good condition. I’m reading between 2-5v on the signal wire to relay with the key in the crank position. Am I looking at a shorted wire? My wiring knowledge is minimal. Any help is appreciated.

How many engine and transmission combinations do we have for a 99?

Without proper vehicle information we will not be able to assist.

Full details of manufacture specs.
Modifications.
Maintenance.

Did you use FORScan and the reader they tell you to use and pull codes?

There are so many things that may be causing this condition, but without information we can not pass on our knowledge.

i have a multimeter and a tool box. No fancy scanners.

This not a job for a scan tool (which would reveal nothing useful). it's a job for a multimeter, schematic, and some carefully used brain power.

Go read this thread and follow the link to the previous thread. Diagram is in there.

Ignition Switch?

Similar problem with my 1999 F350. If you have replaced the transmission range selector switch and the starter solenoid, the only thing left in that circuit is the ignition switch - an easy and inexpensive change out. The solenoid/relay gets 12V via the hot battery bus (check 15A fuse in kick panel fuse box) via the ignition switch when key is in START. The circuit continues through the transmission range selector switch (might try adjusting this while someone holds the key in START) then to the solenoid/relay. If you aren't getting a solid 12V at the solenoid, you've got some corrosion or bad connection in a switch or connector somewhere in this circuit.

Mine turned out to be the transmission range selector switch. Good luck.

You recently had a tire blowout? Did the starting issue begin immediately?

If so, check the wiring harnesses in the engine compartment directly rearward of the air filter and directly forward of the firewall. The inner fender can get chewed up and leave room for outside objects (e.g. pieces of a tire) to cut or damage wires.

when I pulled over to look at the tire I shut it off. When I got back in to move the truck further out of the road it would not start. Had to jump relay.
I will look at harness and report back.

the inner fender and all the wiring near it all appear to be intact

Keep checking, all the way back to the DTR switch on the side of the transmission.
Check to make sure the switch and it's connector/harness aren't damaged or loosened.
Check the fuse in the START circuit.

If you followed my previous advice and went and read the linked threads (ALL of them), you'll have the information you need to diagnose if a visual inspection doesn't show anything.
