OK, the solenoid checks out fine for resistance (aprox. 35ohms) I’ve got .25V at the VPWR (red wire) EVR harness checking to battery ground. If I’m reading the service manual right, I’ve got an open circuit. Is there a likely location where wires get damaged? Is there a way to bypass the harness / loom and supply power from a different source?

Not sure which exact wire you are checking in that 8 pin connector
According to that schematic your VREF should be red at the EVR and brown with white at the EVP
Check them both
Should be 5 volts.
I have no exact place to tell you to look for your VREF short
I have seen bad splices and shorts to ground or short to B+ even
Check around the battery for the convolute tubing to be corroded at that harness
The positive battery cable from the starter relay to the starter used to run with some processor O2 sensor wiring
Check that harness for corrosion
Pull the processor connector with the battery disconnected and test ohms pin
26, 37 and 57 should all have continuity to one another VREF
They, 26 37 and 57 should be infinity to both battery terminals (power and ground)
Be wiggling the harness around looking for the short location while doing those tests

OK, this is frustrating. I see your post, go wiggle some stuff around the battery (no idea what I'm wiggling) and now I have 7.5V at the Solenoid harness. I can't get it to go away with more wiggling, just a solid 7.5V where before I had .25V.

Is 7.5V enough power for the solinoide? Maybe I'm misunderstanding the manual but shouldn't the voltage be 10.5v or greater? Regarding the 8 pin connector, I realized that I'm not sure that I was thinking right on that so I deleted it above and before I saw your response.

You need battery voltage for the solenoids.
Below about 10.6 volts none of them will work.
The VREF circuit is 5 volts, nothing should really be 7.5

Engine off, my battery is reading 10.4V. Again, I’m not good with electrical. I would expect the amperage to be low if the battery is low on charge but not the voltage. Is that right?

DN12 says to install the breakout box (which I don't have). Do I really need a breakout box for that? Why can't I just check resistance at pin 33 on the computer harness and the solenoid harness?

That's exactly right
Read between the lines and backprobe the connectors where needed
In the case of DN12 disconnect the processor and ohm out the wire from the EVR to pin 33
